The epidermis is the waterproof outer layer of skin that you see. ink is placed under this to trap the color so it lasts longer. If the artist doesn’t go deep enough, even if the color initially appears vivid, it will fade very quickly.

On the other hand, below the dermis, there is a layer of subcutaneous fat. the pigments in the tattoo ink will slowly dissolve into this fat. if the artist goes too deep and the ink gets into this layer, any detail of your design will be lost very quickly. the ink will simply spread into the fatty tissue.
This is bad news and can be difficult to cover. it can also leave scar tissue from excess damage to the outer layers of skin where the needles have penetrated too far.
